Terms of Use

Effective 22 October, 2026

1. About these terms

These terms govern your use of ginc.org and every subdomain, site, dataset, download, API and publication operated by Global Institute for National Capability Pty Ltd (ABN 30 693 203 155) ('GINC', 'we', 'us'), together 'the Sites'. By accessing or using the Sites you agree to these terms. If you do not agree, do not use the Sites.

2. Information only

GINC publishes research, frameworks, ratings, indices, scores, trends, scenarios, simulations, translations and data ('the Material') free of charge for general information only. The Material is not tailored to any person, organisation or government and is not a substitute for independent professional advice. It is not legal, financial, investment, credit, security, policy or other advice.

3. No reliance

You must not rely on the Material, or on any statement made by or on behalf of GINC, for any purpose. By using the Sites you acknowledge and agree that:

  • you do not rely, and have not relied, on the Material or any statement, representation or opinion of GINC in making any decision or taking or refraining from any action;
  • you will exercise your own skill and care, and carefully evaluate the accuracy, currency, completeness and relevance of the Material for your purposes;
  • you will obtain appropriate independent professional advice relevant to your circumstances before acting on any matter;
  • any use you make of the Material is entirely at your own risk.

4. No guarantee

GINC does not guarantee the accuracy, reliability, currency or completeness of any Material, or that access to the Sites will be continuous, uninterrupted, secure or free from error. Subject to clause 14, all terms, conditions, warranties and guarantees that might otherwise be implied by statute, general law or custom are excluded.

5. No liability

Subject to clause 14, GINC and its directors, members, officers, staff, contributors, experts, partners and licensors accept no legal liability whatsoever, whether in contract, tort (including negligence), under statute or otherwise, for any loss, damage, cost or expense of any kind, direct or indirect, arising from or connected to:

  • the use of, reliance on or interpretation of the Material;
  • any error, omission, revision or withdrawal of the Material;
  • any unavailability of, or interruption to, the Sites;
  • any linked website or third-party content.

This includes loss of profit, revenue, opportunity, reputation, goodwill or data, even if GINC was advised of the possibility of such loss.

6. No support or service commitment

GINC has no obligation to provide support, respond to enquiries, correct errors, update or maintain any page, dataset, tool or API, keep any version or archive available, or meet any service level. We may change, suspend or discontinue any part of the Sites at any time without notice.

7. Use of artificial intelligence

GINC uses artificial intelligence as a working tool across its research, data and engineering. Its main uses are quantitative analysis and the recursive self-learning methods that calibrate and improve simulation models. Most published Material is human-authored or derived directly from data. Where AI contributes to the Material, for example in analysis, translation or model outputs, it may contain errors, omissions or bias, and clauses 3 to 5 apply to it in full.

8. Ratings, indices, simulations and scenarios

Ratings, tiers, rankings and scores are GINC's opinions on relative national capability. They are not statements of fact, credit ratings, recommendations or forecasts.

GINC publishes many indices. Each is a composite measure built from selected indicators, weightings and methods that GINC chooses and may change. An index measures only what it is constructed to measure, may be restated or discontinued, and results are not comparable across indices or editions.

Simulations, scenarios and stress tests are exploratory tools. They describe what could happen under stated assumptions. They are not forecasts, predictions or projections of what will happen, and they are not recommendations to adopt any policy, investment or course of action.

Publication of a methodology is not a promise that it was applied without error. No nation, organisation or person is entitled to a particular rating, index score or simulation result, to be consulted before publication, or to have any result changed.

Unless marked otherwise, the Material is licensed under the Creative Commons Attribution 4.0 International licence (CC BY 4.0). You may share and adapt it, including commercially, if you credit 'Global Institute for National Capability (GINC)', link to the source and indicate changes. The following are excluded from that licence and all rights in them are reserved: the GINC name and logo; GINC product names and marks; GINC designs, including report covers, artwork, charts, data visualisations and other graphic works developed by GINC; and third-party material. The underlying data and text remain licensed under CC BY 4.0 unless marked otherwise. You must not use them, or the Material, in a way that implies GINC endorses you or your use. GINC accepts no liability for any reuse of the Material, and anyone who alters the Material is fully responsible for the result.

GINC's analysis, indices, simulations and other Material make extensive use of open-source software and openly licensed datasets from third parties. Those components remain subject to their own licences and attribution requirements, which GINC identifies where practicable. GINC does not control, verify or guarantee third-party data, and clauses 3 to 5 apply to it in full.

10. Acceptable use

You must not use the Sites unlawfully, attempt unauthorised access, disrupt the Sites, or retrieve data at a volume that degrades service. We may restrict or block access by any user at any time without notice.

11. Linked websites

Links to other websites are provided for convenience only and do not imply endorsement. GINC is not responsible for their content, reliability or availability. It is your responsibility to evaluate any linked website and to know which organisation hosts it.

12. Security

GINC accepts no liability for any interference with or damage to your computer system, software or data in connection with the Sites or their use. You are responsible for your own protection against viruses and other harmful code.

13. Changes

We may amend these terms at any time by publishing a revised version with a new effective date. Your continued use of the Sites after that date constitutes acceptance of the revised terms.

14. Australian Consumer Law

Nothing in these terms excludes, restricts or modifies any right or remedy, or any guarantee, warranty or other term, conferred by the Australian Consumer Law (Schedule 2 to the Competition and Consumer Act 2010 (Cth)) or any other law that cannot lawfully be excluded, restricted or modified. Where GINC is permitted to limit its liability for breach of such a guarantee, its liability is limited, at its option, to supplying the relevant service again or paying the cost of having it supplied again. If any provision of these terms is void, unenforceable or unfair, it is read down to the extent necessary or, if that is not possible, severed, and the remaining provisions continue in full force.

15. Governing law

These terms are governed by the laws of New South Wales, Australia. You submit to the exclusive jurisdiction of the courts of New South Wales and the courts competent to hear appeals from them.
